Service degradation via quadratic response concatenation

Resource exhaustion in Go standard library net/textproto before 1.24.8 and 1.25.0 through 1.25.1 allows remote attackers to consume CPU. Reader.ReadResponse repeatedly appends each received line to an immutable response string, making processing quadratic for responses with many short lines. A malicious response sender needs only network reachability to a consuming Go program; the documented consequence is excessive CPU and memory allocation that degrades service availability.
