Suppressed-change disclosure via unchecked RCFeed notification

Information disclosure in MediaWiki versions before 1.39.14, 1.43.4, or 1.44.1 allows remote attackers to read suppressed recent changes. RecentChangeRCFeedNotifier::notifyRCFeeds forwards each entry to configured RCFeeds without rejecting a nonzero rc_deleted flag. Exposure requires RCFeeds to be configured and a privileged action to create an already-suppressed entry; the reported consequence is disclosure only.
