Service degradation via unrestricted allpages maxsize queries

Resource exhaustion in MediaWiki before 1.39.14, 1.43.0 through 1.43.3, and 1.44.0 allows remote attackers to degrade service via its Action API. ApiQueryAllPages accepts the maxsize parameter and constructs an expensive all-pages database query even when MiserMode is enabled. Unauthenticated API access and an installation using MiserMode are sufficient; repeated crafted requests consume database resources and delay other wiki requests.
