Suppressed IP disclosure via omitted access flags

Information disclosure in MediaWiki before 1.39.14, 1.43.4, and 1.44.1 allows remote attackers to view suppressed blocked IP addresses. ManualLogEntry::getRecentChange omits the entry's deletion-access flags when creating a recent-change record, so Special:BlockList, recent changes, and related views render the protected IP. Exposure requires an existing suppressed block and access to an affected view; the published impact is limited to disclosure of that IP address.
