SYSTEM privilege escalation via phantom DLL hijacking

DLL search-order hijacking in Evope Collector 1.1.6.9.0 allows local users to execute arbitrary code with SYSTEM privileges. Evope.Service.exe searches C:\ProgramData\Evope for the absent wtsapi32.dll before System32 and loads an attacker-supplied library. A local unprivileged user must be able to write the crafted DLL into that directory; the SYSTEM service then loads it at startup or reboot.
