Authenticated TAR file disclosure via artifactId traversal

Path traversal in whatsmars 2021.4.0 allows remote authenticated users to read arbitrary .tar files through the /project endpoint. InitializrController.initialize appends ".tar" to the unvalidated artifactId parameter and passes the resulting relative path to FileUtils.readFileToByteArray. Low-privilege access to /project is required, and disclosure is limited to readable files whose names end in .tar.
