Local memory corruption via unbounded ARP parsing

Stack-based buffer overflows in TOTOLINK A720R, LR1200GB, and NR1800X firmware allow local users to corrupt process memory. The affected builds are A720R 4.1.5cu.614_B20230630, LR1200GB 9.1.0u.6619_B20230130, and NR1800X 9.1.0u.6681_B20230703; infostat.cgi and cstecgi.cgi parse /proc/net/arp fields with unbounded sscanf %s conversions into fixed-size stack buffers. Exploitation requires control of /proc/net/arp or filesystem write access, and the overwrite can interrupt service or execute arbitrary code.
