Managed-cluster credential disclosure to ClusterReader users

Information disclosure in Open Cluster Management before 0.16.0 allows remote authenticated users to view managed-cluster credentials. Red Hat also identifies Advanced Cluster Management 2.10 before 2.10.7, 2.11 before 2.11.4, and 2.12 before 2.12.4 as affected, but has not published the faulty UI code path. ClusterReader access is sufficient to display credentials created for managed clusters, exposing administrative secrets without reported write or service impact.
