Resource exhaustion in GitLab CE/EE allows remote authenticated users to interrupt service through crafted note-retrieval requests. The notes endpoint performs note retrieval without sufficient resource-allocation limits, allowing the operation to exhaust server resources. A valid account is required, and the reported consequence is service interruption without data disclosure or modification.
