Project-admin escalation via writable user serializer field

Incorrect privilege assignment in SysReptor 2024.74 through 2025.81 allows remote authenticated users to gain project-admin access. The user serializer leaves is_project_admin writable during non-admin profile updates instead of marking the field read-only. Any unprivileged account can therefore grant itself access to read, modify, and delete projects outside its membership.
