CVE-2025-59718Known exploitationNetwork attack vector

Unauthenticated administrative access via crafted SAML response

Published Dec 9, 2025 · Updated Aug 11, 2026

Authentication bypass in FortiOS, FortiProxy, and FortiSwitch Manager allows remote attackers to obtain administrative access. The FortiCloud SSO handler accepts a crafted SAML response despite improper verification of its cryptographic signature, treating the assertion as a valid administrative login. Exploitation requires FortiCloud SSO to be enabled; factory settings disable it, but GUI-based FortiCare registration enables it unless an administrator opts out, and observed intrusions exported device configurations.
