Unauthorized loader configuration via missing sysadmin check

Incorrect authorization in Internet2 Grouper 5.17.1 through 5.20.2 allows remote authenticated users to configure loader jobs. The group administration UI permits a group ADMIN who is not a Grouper sysadmin to assign SQL or LDAP loader attributes without the required sysadmin check. The job is scheduled only after a daemon restart or a sysadmin scheduling action, at which point the configured loader job runs.
