SSRF bypass via octal loopback misclassification

SSRF in Fedor Indutny IP 2.0.1 and earlier allows attackers to reach loopback services via an octal IPv4 address. ip.isPublic treats 017700000001 as globally routable instead of decoding the 32-bit octal value as 127.0.0.1. Exposure requires a consuming application to use isPublic as an outbound-request guard and accept attacker-controlled destinations, enabling requests to localhost services.
