Improper access control in Windows Remote Access Connection Manager allows local users to execute code with SYSTEM privileges. The rasmans.dll RPC client trusts a server registered on the RasMan interface without verifying that the server runs with elevated privileges. Exploitation requires low-privilege local access and control of the endpoint while RasMan is stopped; a rogue server can direct a privileged client to execute attacker-controlled code.
