Improper access control in Microsoft Windows NCSI allows local users to elevate privileges through a writable registry-key ACL. The NlaSvc Parameters registry key grants interactive users permission to create subkeys, enabling manipulation of a privileged registry write. Local code execution is required; Microsoft reports resulting code execution as NETWORK SERVICE, while public analysis did not demonstrate SYSTEM execution.
