Faster password guessing via deterministic character prefix

Insufficient entropy in TYPO3 CMS 12.0.0 through 12.4.36 and 13.0.0 through 13.4.17 lets remote attackers accelerate password guessing. Random::generateRandomPassword appends required lowercase, uppercase, and digit characters in fixed positions, then uses str_shuffle instead of a cryptographically secure shuffle. Default password rules expose the predictable prefix; invocations using random password rules are unaffected, and successful guessing can expose or alter data available to a compromised account.
