Denial of service via globEscape bracket regex

Regular expression denial of service in GitHub Actions Toolkit 0.5.0 allows remote authenticated users to interrupt service. Pattern.globEscape repeatedly applies an unbounded closing-bracket lookahead at each opening bracket, causing crafted path segments to trigger excessive rescanning. Exploitation requires a consuming action to pass an attacker-controlled glob pattern and can saturate CPU or freeze that action.
