Insecure defaults via silent missing-file acceptance

Missing-file handling in datahihi1 tiny-env 1.0.1 through 1.0.2 and 1.0.9 through 1.0.10 allows local users to retain insecure defaults. TinyEnv::loadInternal checks candidate paths with is_file and is_readable but, in affected releases, finishes successfully when none exists instead of throwing an exception. Exploitation requires influence over local deployment state and an application whose absent configuration activates security-sensitive fallback behavior.
