Command execution via unsafe checkpoint deserialization

Unsafe deserialization in MONAI 1.5.0 and earlier allows remote authenticated users to execute commands by loading a malicious checkpoint. CheckpointLoader passes the checkpoint to torch.load with weights_only=False, allowing pickle reducers in untrusted content to invoke operating-system commands during deserialization. Reachability requires an application workflow that accepts attacker-controlled checkpoint files; commands run with the hosting process's privileges.
