Improper authorization in Apache ZooKeeper 3.9.0 through 3.9.3 allows remote authenticated users to obtain cluster snapshots. AdminServer's handleAuthorization passes the combined ALL permission mask to checkACL once, so an ACL satisfying only one required bit can authorize snapshot or restore. Access requires AdminServer reachability, valid credentials, enabled commands, and a permissive root ACL; snapshot exploitation discloses cluster state.
