Session takeover via stale VNC password

CWE-262 in Open OnDemand before 3.1.15 and 4.0.0-0.rc1 through 4.0.6 allows remote authenticated users to take over VNC sessions. The noVNC batch_connect integration fails to rotate its VNC password when TurboVNC is higher than 3.1.2, leaving a prior session credential valid. A second portal-authenticated user must receive a live desktop link; the stale credential then grants the original user's session actions and data.
