Attestation spoofing via suppressed I/O errors

Initdata verification bypass in Kata Containers 3.20.0 and earlier allows attackers with host privileges to attest arbitrary workloads as trusted. The agent's attestation_binaries_available function uses Path::exists, which converts I/O failures into false and skips attestation-agent startup while still applying the supplied policy. Exploitation requires a TDX confidential guest using a dm-verity root filesystem and host-induced read failures; it permits arbitrary workloads to attest as a chosen benign workload.
