Unauthorized template access via missing permission checks

Improper permission validation in Checkmk 2.4.0 before 2.4.0p16 allows remote authenticated users to read or modify notification templates. The check_mk/api/1.0/objects/configuration_entity/* endpoints accept requests without enforcing the required notification_plugin.* permissions. A low-privileged account is sufficient in the default configuration to obtain sensitive template data or make unauthorized template changes.
