Authenticated JWT issuance via exposed password reset route

Improper authentication in Flask-AppBuilder before 4.8.1 allows remote authenticated users to create JWTs through password reset. The security manager registers ResetMyPasswordView outside the AUTH_DB branch, leaving /resetmypassword/form reachable when an external identity provider handles authentication. An enabled local framework account is required; after the identity provider disables that user, the exposed route permits a local password reset and continued JWT issuance.
