Service interruption via premature dictionary allocation

Memory exhaustion in the LZMA reader in github.com/ulikunitz/xz 0.5.13 and earlier allows remote attackers to interrupt services. The reader accepts a zero-prefixed LZMA stream as a header and allocates the declared dictionary buffer before later rejecting the malformed stream. Exposure requires software to pass unverified LZMA data to lzma.NewReader or lzma.ReaderConfig.NewReader; xz-format decoding is unaffected.
