Service interruption via unbounded decompression buffer retention

Denial of service in Netty codecs 4.1.124.Final and earlier and 4.2.4.Final and earlier allows remote attackers to interrupt services. BrotliDecoder.decompress repeatedly calls pull without a limit, expands data in 64 KB chunks, and retains each output buffer until memory is exhausted. Exposure requires an application to pass untrusted compressed input to BrotliDecoder or another affected decoder; the resulting OutOfMemoryError interrupts affected processing.
