Stored XSS in Esri Portal for ArcGIS 10.9.1 through 11.4 allows remote authenticated users to run script in a victim's browser. The file-handling path stores attacker-supplied active script content and later serves it to another user's browser without neutralization. Exploitation requires high Portal privileges and a victim to load the file; exposed privileged tokens can grant full Portal control.
