Open redirect in Esri Portal for ArcGIS 10.9.1 through 11.4 allows remote attackers to redirect victims via a crafted URL. Esri has not disclosed the affected endpoint or how redirect targets escape validation. Unauthenticated delivery is sufficient, but a victim must follow the crafted link; successful abuse sends the browser to an attacker-chosen site and can support phishing.
