Missing authorization in Ethyca Fides before 2.69.1 allows remote authenticated users to gain owner-equivalent privileges via OAuth client scopes. The creation and update endpoints accept scopes present in SCOPE_REGISTRY without verifying that the requesting client already holds them. A contributor with client:create or client:update can assign arbitrary scopes and access user management, system configuration, and permission assignment.
