Stored XSS via unencoded planned_hours response

Stored XSS in Phproject 1.8.0 through 1.8.2 allows remote attackers to execute JavaScript in authenticated users' browsers. The /issues/new/ handler inserts the planned_hours POST value into the HTML response without encoding or sanitization when SQLite is used. Only SQLite-backed installations are affected; an authenticated user triggers the stored payload by viewing the issue page, executing it in that user's browser context.
