Authenticated department admin escalation via unchecked assignment

Missing authorization in AiKaan IoT Platform 3.25.0325-5-g2e9c59796 and earlier allows remote authenticated users to gain department admin access. Department admin assignment APIs accept a user-controlled department identifier and transfer the requesting account into another department's administrator role without verifying authority over that department. Any dashboard account can reach the exposed APIs and take administrative control of departments beyond its assigned boundary.
