Administrative account creation via tokenless state-changing requests

CSRF in Code Projects Traffic Offense Reporting System 1.0 allows remote attackers to create administrative accounts via crafted requests. The saveuser.php handler accepts state-changing POST parameters directly without validating an anti-CSRF token or the request origin. An administrator must retain an authenticated session and visit attacker-controlled HTML; the forged request then creates an admin account.
