Unauthenticated device crash via conflicting cluster updates

Reachable assertion in the Matter SDK 1.3 through 1.4 allows remote attackers to crash affected devices through Matter commands. Level Control's emberAfLevelControlClusterServerTickCallback tests minLevel < currentLevel after MoveToLevel starts a ramp, but an OperationMode write resets CurrentLevel to 1 and makes the invariant false. No authentication or user interaction is required, and the resulting assertion abort interrupts the device service.
