Path constraint bypass via premature URL normalization

Relative path traversal in affected Apache Tomcat releases allows remote authenticated users to bypass protected paths via crafted URIs. The Rewrite Valve normalizes a rewritten URL before decoding it, so encoded traversal in a request URI can evade constraints on /WEB-INF/ and /META-INF/. Exploitation requires a rewrite rule that moves query parameters into the URL; code execution additionally requires PUT access, which is normally restricted to trusted users.
