Authenticated scope escalation via unbound JWT claims

Privilege escalation in FreePBX PBX API 16 before 16.0.17 and 17 before 17.0.5 allows remote authenticated users to gain full API access. JWT validation accepts a forged token with arbitrary scopes because it checks only that its jti exists in api_access_tokens, not that the claimed scopes were issued for that token. Exploitation requires the signing key and a still-valid jti from the target, after which REST and GraphQL authorization boundaries are bypassed.
