Unauthenticated file disclosure via unsanitized download path

Path traversal in WeGIA before 3.4.8 allows remote attackers to read arbitrary server files through the download_remessa.php endpoint. The endpoint uses the unsanitized file parameter to construct $filepath and returns the resolved file without authenticating the request. No credentials or user interaction are required, and exposed config.php contents can disclose database credentials.
