Notification disclosure via unverified email changes

Improper email verification in MantisBT 2.27.1 and earlier allows remote authenticated users to redirect account notifications. The account_update.php profile handler passes a changed email address directly to user_set_email() without proving control; the patch instead stores it in a token and commits it only after a verification link is followed. Any authenticated account can supply an invalid or third-party address, disrupting its own notifications and disclosing notification contents to whoever controls that address.
