Resource exhaustion via post-handshake IP validation

Incorrect behavior order in BMC Control-M/Agent 9.0.20 and earlier allows remote attackers to consume resources before IP validation. The AUTHORIZED_CTM_IP check completes an SSL/TLS handshake before comparing the peer address with the permitted Control-M/Server IP. Exposure requires SSL/TLS and the non-default AUTHORIZED_CTM_IP parameter; repeated unauthorized handshakes can exhaust Agent resources without reading or altering data.
