Privileged-token theft via stored script upload

Stored cross-site scripting in Esri ArcGIS Enterprise Sites 10.9.1 through 11.4 allows remote authenticated users to steal privileged tokens. The Sites file-upload path stores a malicious file containing an embedded script and later executes that JavaScript in a victim's browser when the file is loaded. High privileges are required to upload the file, and a victim must load it; a stolen privileged token can grant full control of the portal.
