Administrator account creation via unchecked registration field

Improper access control in FreshRSS 1.16.0 through 1.26.3 allows remote attackers to create an administrator account through registration. The public registration path in app/Controllers/userController.php reads the new_user_is_admin request field into is_admin without an access check. Registration must be enabled; successful exploitation grants administrative access to user data and instance controls.
