Unauthenticated username enumeration via response discrepancies

Username enumeration in OPEXUS FOIAXpress Public Access Link 11.1.0 allows remote attackers to identify valid accounts without authentication. The /App/CreateRequest.aspx endpoint returns observably different responses for existing and nonexistent usernames and imposes no request rate limit. Internet or intranet access to PAL is sufficient, and the disclosure supports targeted password attacks against confirmed accounts.
