Improper authorization in FortiOS and FortiProxy allows remote authenticated users to read static files belonging to other VDOMs. The HTTP and HTTPS static-file request handler fails to enforce VDOM ownership when serving an authenticated user's crafted request. A valid account and HTTP or HTTPS reachability are required, and the reported impact is limited to cross-VDOM file disclosure.
