Local crash-data disclosure via incorrect group fallback

Incorrect ownership in process_crash() in Canonical Apport allows local users to read another user's crash data from /var/crash. When the whoopsie account is absent, process_crash() falls back to the crashing user's primary group and leaves the report mode at 0640, granting that group read access. Exploitation requires another local user to share that primary group; exposed reports can contain core-dump secrets such as environment values.
