Improper authorization in FINOS GitProxy 1.19.1 and earlier allows remote authenticated users to push unapproved commits via new branches. New-branch handling in getDiff.ts and parsePush.ts treats the zero old-object hash as a special case but fails to reject pack commits inherited from an unapproved parent branch. Regular push access is sufficient, but an administrator or designated approver must approve the child-branch push before the parent-branch commit bypass succeeds.
