Push-policy bypass via misleading PACK signature

Input misinterpretation in FINOS GitProxy 1.19.1 and earlier allows remote authenticated users to bypass push approval via a crafted packfile. The parsePush.ts parser selects the last PACK byte sequence in a push payload instead of the actual packfile header, so attacker-controlled commit or blob content is parsed as pack data. Regular push access is required; successful exploitation hides commits from scanning or approval and permits unauthorized code changes in a protected repository.
