Policy bypass via single-branch push parsing

Incorrect authorization in FINOS GitProxy 1.19.1 and earlier allows remote authenticated users to bypass push policies with multiple branches. The parsePush.ts push parser validates only the first ref update and silently forwards later branch updates without running their checks or plugins. Regular push access and approval of the first branch are required; a later branch can then introduce unreviewed code or secrets into the repository.
