Verified-user access via unchecked Basic authentication

Authentication bypass in CVAT 1.1.0 through 2.41.0 allows remote authenticated users to act as verified users via Basic HTTP Authentication. The BasicAuthentication backend accepts valid credentials without checking the EmailAddress verification state when mandatory verification is configured. An attacker must register an account and know its credentials; fake-email and bot accounts can then consume service resources as verified users.
