Code execution via unchecked MFER Tag 13 length

Stack-based buffer overflow in The BioSig Project libbiosig 3.9.0 allows attackers to execute arbitrary code via a crafted MFER file. The MFER Tag 13 branch in biosig.c only warns when the decoded length exceeds eight bytes, then passes that attacker-controlled length to ifread for a 128-byte stack buffer without rejecting or bounding it. Master commit 35a819fa contains the same code; a calling application must parse an attacker-supplied MFER file, and corruption can crash that process or execute code in its security context.
