Arbitrary code execution via unchecked MFER length

Stack-based buffer overflow in libbiosig 3.9.0 and Master Branch (35a819fa) allows attackers to execute code via a crafted MFER file. The MFER tag-3 character-code path warns when len exceeds 16 but still passes len to ifread for a 17-byte stack buffer and then writes a terminator at v[len]. Triggering requires libbiosig to parse an attacker-supplied MFER file; successful exploitation runs code with the invoking process's privileges.
