Remote command execution via web database restore

Code injection in Pixel & Tonic Craft CMS 4.13.8 through 4.16.2 and 5.5.8 through 5.8.3 allows remote authenticated users to execute commands. The updater restore-db action accepts a backup path from update state and passes an existing file within storage/backups to the database restore routine, which invokes database CLI tooling. Exploitation requires both a compromised security key and an attacker-created file in storage/backups; successful requests run commands with the web process privileges.
